The MOD Estate is vast, covering about 1.8% of the United Kingdom land mass. The estate includes approximately 50,000 houses, 80,000 technical assets such as runway networks. It also includes 860 listed buildings, 770 scheduled monuments, 10000 archaeological and electrical monuments, 170 Sites of Special Scientific Interest, and eight registered gardens and parks.

Within the Estates Team you will be involved in a wide breadth and variety of professional work on this high-profile public estate.

The Role
We are seeking a motivated Senior Property Advisor to join and lead in the established Accommodation Optimisation team (AOT) and within our expanding Estates network.

As a Senior Property Advisor you will bring experience and understanding of property planning and development, taking on the responsibility for the direction and delivery of accommodation optimisation projects, outputs and advice to all customers, including via DIO in-house staff and Industry Partners as required.

The role is classified as a Senior Property Advisor role and suitably experienced and qualified surveyors, town planners and other property professionals meeting the essential requirements may also apply and will be considered.

Due to the Covid-19 pandemic most employees are currently working from home, as these restrictions ease the post holder may be expected to work a combination of home and office based working. All employees will be provided with IT equipment to facilitate remote working.

Main Responsibilities

The Senior Property Advisor Role is responsible for accommodation strategy, planning, funding, development and delivery, whilst reviewing and assessing progress against programmes, ensuring continued alignment with wider DIO/Military infrastructure programmes and strategic objectives. The role delivers accommodation optimisation projects, outputs and advice to all customers, including via DIO in-house staff and Industry Partners as required.

The roles deliver strategy development, assessing options for the provision of new SFA/SLA to meet the requirements of DIO/Defence Estate Optimisation Programmes and other Military funded projects, balancing competing demands and dependencies.

You will complete business case development and approvals linked to investment and value for money appraisals, leading all aspects of local planning, design and procurement workload. As well as procuring specialist and market advice as required and seeing opportunities for enhancing value within the MOD Estate in relation to the provision of accommodation.

The successful candidate will support the Head and Assistant Head of AOT and will be responsible for delivery of agreed AOT outputs and programmes.

You will be a customer focused team leader and working closely with military and civilian collegues, will deliver a “consultancy” service and provide advice to all customers and will be accountable for ensuring they/& their team adhere and confirm with all agreed processes, operating procedures and regulations.

About our Team
Estates are the in-house real estate team within DIO advising our customers on current and future infrastructure needs. We acquire, manage, safeguard and dispose of the Defence real estate. Our unique customer knowledge and insight of the Defence Estate enables our in-house team of chartered surveyors, town planners, registered valuers and technical staff to provide in-depth advice, adding value to our customers, delivering programmes across England, Scotland, Wales, Northern Ireland and Overseas. This includes but is not limited to: property advice, safeguarding, byelaws, rationalisation programmes, acquisitions, disposals, lease management, accommodation programmes, commercialisation initiatives, rating, valuation programmes and the management of the tenanted estate.

Estates have four delivery teams, Acquisitions & Disposals (A&D) - delivering the Acquisitions & Disposals Programme, Accommodation Optimisation Team (AOT) providing strategic accommodation advice and support, Land Management Services (LMS) – providing a comprehensive land, estate and property management service and Specialist Teams - comprising of Overseas, Valuation & Rating, Safeguarding and the Estates Support Team (EST).

Accommodation Optimisation Team (AOT)

The Accommodation Optimisation Team (AOT) as a sub branch of the Estates Division is accountable and responsible for developing strategy for delivering new Service Family Accommodation and Single Living Accommodation in support of Defence Estate Optimisation and other Military funded programmes & projects, as well as Departmental change initiatives, in accordance with the DIO Business Plan & to support Military Capability. The team works closely with DIO Regional Delivery Accommodation to optimise each team’s output, and also provides the specialist property input to the management of existing stock. The Team provides expertise in residential planning; market housing assessment; procurement and development funding; and delivery, working as part of the wider DIO Estates organisation. Delivery is via in-house service delivery teams of chartered surveyors and experienced technical support staff, with support from Industry Partners where appropriate.

Environmental Factors
Travel may be required to carry out site visits where you may go on MOD Establishments, residential estates, building sites, agricultural land, training areas and firing ranges etc. The successful Candidate will need to comply with DIO H&S Policies and Procedures.


A full UK Driving Licence
Post holders will be required to travel to the sites covered by the post on a regular basis and some sites are difficult to access via public transport.


A relevant Estate Surveying or Town Planning degree or equivalent qualification


Full Membership of an appropriate estates professional body (Royal Institution of Chartered Surveyors (MRICS/FRICS) or Royal Town Planning Institute (FRTPI/MRTPI)
