The Opportunity
WSDOT Real Estate Services Office (RES) is currently seeking a Property Management Program Manager in Tumwater, WA. This position manages the statewide Real Estate Services Property Management Program. This includes both project related property management and ongoing property management (once the project is completed). The Property Management Program Manager develops and implements WSDOT policies and procedures to ensure that WSDOT real estate/property management activities are efficient, consistent and in compliance with state and federal laws and guidelines. This position provides technical guidance for this statewide program at WSDOT both at the executive and operational staff level. Also, this position provides responses to legislative/elected officials as well as staff from other state and federal agencies. As a member of the RES Management Team, this position plays a key role in developing, communicating, and implementing the Department’s vision, strategies, and objectives, and is responsible for fostering a work environment with continuous improvement, transparency, and accountability. This requires a strategic plan with clear goals and performance objectives, selecting a team supportive of public service values, providing tools and training for staff and encouraging and rewarding behaviors leading to improved performance, quality, and delivery – on time and on budget.

What to Expect
Among the varied range of responsibilities held within this role, the Property Management Program Manager will:


  • Provide support and guidance to the HQ Real Estate Services Program Administrator and Executive Management on all Property Management issues.
  • Manages and supervise staff assigned to this position to best utilize resources and accomplish the Department’s goals.
  • Develop, propose, and review legislation related to real property activities.
  • Develop policies and procedures to ensure compliance with state and federal laws, as well as best practices and updates to the ROW Manual.
  • Provide property management training and support for HQ and Regional staff • Providing guidance and technical assistance for HQ and Regional staff.
  • Conduct oversight to ensure compliance with policies and procedures.
  • Prepare and manage the budget for ongoing PM and special projects.
  • Act as liaison between WSDOT and the Attorney General’s Office (AGO), and the Federal Highways Administration (FHWA) on issues related to Property Management to assure that WSDOT is meeting legal requirements and addressing the requirements of FHWA.
  • Maintain official Property Management records for the agency.
  • Make presentations or participate on panels regarding program specific matters at conferences, workshops, etc.

Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor’s degree in business administration, economics, real estate, or related field.
  • Six (6) years of experience in various real estate disciplines. Additional qualifying experience may substitute, year for year for the required education.
  • Ability to manage a functionally diverse organization using advanced management principles.
  • Ability to communicate effectively and diplomatically with RES internal/external customers and staff both in Headquarters and the Regions.
  • Ability to develop long term strategic plans with statewide policy impacts.
  • Ability to build trust, build consensus, and problem solving in complex situations.
  • Ability to establish working budgets.
  • Skills to effectively train, coach, mentor direct and communicate with HQ Property Management staff.
  • Advanced written and verbal communication skills.
  • Knowledge of:
    • Personnel management principles.
    • Finance, budget, and programming procedures.
    • Basic understanding of all real estate disciplines related to project delivery.
    • Thorough knowledge of state and federal real estate law affecting landlord/tenant relationships and the management of publicly owned real property.
    • Understanding of environmental laws and regulations relating to real property.

It is preferred that qualified candidates also have:
  • Supervisory or management experience in public agency Property Management.
